2021 Sub-rankings by provinces and territories
Malaysia is divided into 13 states (Malay: Negeri) and three federal territories (Malay: Wilayah Persekutuan). The state of Selangor and the federal territories of Kuala Lumpur, which includes the capital and largest city of Kuala Lumpur, have the greatest number of higher education institutions that follow the Topuniversitieslist selection criterion. Both states and territories with at least two Malaysian higher education institutions that fulfill the Topuniversitieslist selection criterion are included in the following Topuniversitieslist sub-rankings or league tables.
