- being chartered, registered, or certified by the relevant Dutch higher education-related institution, and providing at least four-year undergraduate degrees (bachelor degrees) or postgraduate degrees (master or doctoral degrees) in a conventional, face-to-face, non-distance education style.

2021 Sub-rankings by provinces and territories
The Netherlands’ Kingdom is split into 12 regions (Dutch: provincies). The province of South Holland, which includes the largest city Rotterdam, has the highest concentration of higher education institutions that follow the Topuniversitieslist selection criterion. Both provinces with at least two Dutch higher education institutions matching the Topuniversitieslist placement criterion are included in the following Topuniversitieslist league tables or sub-rankings.
