Education in Uruguay is secular, free, and obligatory for 14 years, beginning at the age of four. It is available to all citizens. A total of 362,000 students and 18,000 instructors participated in the program between 2007 and 2009. Approximately 70% of the laptops were distributed to students who did not have access to computers at their homes.  It is estimated that the OLPC program accounts for less than 5% of the country’s education expenditure.
